Does anyone have anything even resembling a legal opinion on this? The way I read it, it provides for complete preemption (even of prior grandfathered laws) with the exception of Clark County's handgun registration.
This is significant, as it would eliminate the NLV and Boulder City crappola and make this a definite win, as opposed to "meh" about a little time extention on the registration with no other significant effects.
