IANAL but my interpretation is that the vehicle and all parts of it are akin to a room. The act of entering the vehicle is not considered concealment because it is similar to you walking into a room that makes you no longer visible to LEO. So, since the vehicle contains seats, seatbelts, etc that they are not capable of concealing the weapon.
However, I will note that I have taken to placing my weapon in a paddle holster attached to the "map pocket" on the back of the passenger seat. I've decided that the seatbelt hinders my ability to draw the weapon sufficiently enough that in an emergency, I wouldn't be able to defend myself as well as I would like. Placing the weapon in the back of the passenger seat makes it easily accessible to me, and is definitely not concealed.
I think there is a lot of ambiguity as to what is and is not concealed, and that until there is case law to clear it up, that it's very YMMV and it's ultimately up to each of us to decide what risks you're willing to take. It would certainly suck to be the first case law, and to find out you've interpreted it "wrong" as it is a felony.
