Thank you very much for your (what must have been exhaustive work) effort. My wife has been on me to have some paper I could carry if I was ever questioned about the statutes. I O.C. and also have C.C. in a couple of states. I got gas yesterday in Sparks,at Dad's on Sparks Blvd., was looked at funny by a couple of folks but nothing said. I always try to dress nice and be ready with an informative answer. I still fill A C.C. permit is a "SHALL NOT BE INFRINGED" infringement. We try to obey the law, but it has no common sense at times....case in point.....Ft. Hood....... I went to a huge Church meeting in the "Governator's state," over 3,000 people and yes I did C.C........but what IF....We have had way too many "Killing Field's" in recent years. Yes, I know the serious results that could occur. We all take some kind of chances daily. The places of carnage have mostly been" gun free zones". That's just my opinion........glad to be an American!........anyway I just printed it out. I enjoy the forum very much........Thanks to you all!!!!!!!!!

An update has been made, primarily to reflect the change in National Park Rules as of February 22 which was long overdue. I also restructured the first paragraph a bit and made some minor formatting tweaks.

I changed the wording of "Class C Felony" to "Category C Felony" since that is the diction used in the law.

I also reworded the Federal School Zone discussion.

I just have one question about the definition of a concealed weapon in Nevada. Based on the pamphlet (which is well done by the way) a concealed weapon is defined as:

"Concealed weapon” means a weapon described in this section that is carried upon a person in such a manner as not to be discernible by ordinary observation

And in a vehicle a concealed weapon upon a person is illegal. My question is: would a holstered weapon NOT covered by any clothing but may be partially covered by position or a seat belt be considered concealed in Nevada? In Arizona any weapon even partially exposed is considered open carry. Rural Nevada I am guessing would be ok with it, but Clark County may not based on what I have been reading. Thoughts?

That's pretty good. Do you think if we went in public and handed them out it would make sense to the average non-OC or CC person. I want to hand them out when people ask questions about what we are doing with guns and legality. The best thing is to inform the public so I think it's great that you've worked on this.

My plan is to hand out flyers advertising www.opencarry.org with the rights sheet and business cards to hand to cops about the 5 amendment like what was suggested by DonInVegas. Staple it all together like a small but awesome package of greatness.

IANAL but my interpretation is that the vehicle and all parts of it are akin to a room. The act of entering the vehicle is not considered concealment because it is similar to you walking into a room that makes you no longer visible to LEO. So, since the vehicle contains seats, seatbelts, etc that they are not capable of concealing the weapon.

However, I will note that I have taken to placing my weapon in a paddle holster attached to the "map pocket" on the back of the passenger seat. I've decided that the seatbelt hinders my ability to draw the weapon sufficiently enough that in an emergency, I wouldn't be able to defend myself as well as I would like. Placing the weapon in the back of the passenger seat makes it easily accessible to me, and is definitely not concealed.

I think there is a lot of ambiguity as to what is and is not concealed, and that until there is case law to clear it up, that it's very YMMV and it's ultimately up to each of us to decide what risks you're willing to take. It would certainly suck to be the first case law, and to find out you've interpreted it "wrong" as it is a felony.

So my gun in my range bag is a concealed weapon if I'm carrying the bag.

Thats the way I read it also I read that some of you go to Basspro and OC but when I go there to shoot they put a lock on my guns, does this seem like a waste of time if they allow OC

The list of state permits that Nevada recognizes has been updated (Nevada now recognizes New Mexico, North Carolina, Rhode Island.) Per the advice of DVC, I also made the wording in the first paragraph more concise and fixed the "unless if" grammar failure.

The only caveat is the peace officer has no authority to enforce federal law. The way it works they can hold you on a state or local charge and then thatpending notify feds, however you cannot be directly charged or detained by a peace officer on a federal charge. Isn't this the excuse given by states and citiesto not enforce federal immigration laws by local peace officers?

I have read where, the "Authority" the local Sheriff gets is by "Contract", with the feds, meaning in order to get
grant money for their toys & new equipment, they sell out in the contracts.
( Think follow the money).

Yes they don't really have to follow the forced Fed laws, however they do in order to get the grant money.
Its sad that Integrity is almost lost these days ! :(

They can put up a sign if they wish, and it is not against the law to completely ignore it and carry there anyway. However you should be prepared to be approached by security personnel and be asked to leave. If this happens, you must immediately leave or you are guilty of trespassing.

On our last meet on the strip, we carried into City Center taking note of the "no weapons allowed" sign as well, then walked right into and all the way through the shopping mall and casino floor.

For a sign to be legal, it must cite a statute, and that statute must apply to the location. there are no statutes that apply to private businesses, therefor they have no weight of law behind them. Just know that if you ignore one of these signs, you will likely be confronted and asked to either leave or check your firearm with security.
