Houston TX Run. Hide. Fight. video
Here is a 6 minute video, about Surviving an Active Shooter Event, produced by the City of Houston Office of Public Safety and Homeland Security. It's production was completed 2 weeks before the Aurora Colorado movie theater attack, and released the end of July, 2012:

Major points made in the video
1. RUN when an active shooter is in your vicinity:
> If there is an escape path, attempt to evacuate.
> Evacuate whether others agree to or not.
> Leave your belongings behind.
> Help others escape if possible.
> Prevent others from entering the area.
> Call 911 when you are safe.
2. HIDE If evacuation is not possible, find a place to hide:
> Lock and/or blockade the door.
> Silence your cell phone.
> Hide behind large objects.
> Remain very quiet.
Your hiding place should:
> Be out of the shooter's view.
> Provide protection if shots are fired in your direction.
> Not trap or restrict your options for movement.
3. FIGHT AS a last resort, and only if your life is in danger:
> Attempt to incapicate the shooter.
> Act with physical aggression.
> Improvise weapons.
> Commit to your actions.
The first responders on the scene are NOT there to evacuate or provide first aid. They are there to stop the shooter.
911 When Law Enforcement arrives:
> Remain calm and follow instructions.
> Keep your hands visible at all times.
> Avoid pointing or yelling.
> Know that help for the injured is on its way.

In the video, the shooter has a pistol gripped pump shotgun. He fires six shots in the lobby. If one or more people there were armed and trained in self-defense, that would be a good time to launch a counter-attack, perhaps if he starts to reload, and his focus is on the weapon, not the environment.
