It gets confusing with Church St. up in Burlington with private/public, but then again, it's somewhat irrelevant as the council has no right to ban firearms on either portions.
You are correct in this statement. Just to give a bit of an anecdote to this.
When Mayor Bob Kiss (Socialist) got elected, He made a promise to the voters that he would get put in place a total ban of firearms with in the downtown shopping area. Since that is where City Hall is also located, As well as Rep Sanders, Sen Jeffords and Sen Leahy's offices are too. He made a big deal of it, To include a press conference and rally in front of city hall. Well that very same week he was informed by the Attorney Generals office that he didn't have ability to do so, that's where it stopped.
Vermont is a preempted state, The only thing that any town, city can do is enact firearm discharge ordinances. IE: Rutland, Shelburne, etc. The only area in the State of Vermont where there is an enforced weapons ban, is the Capitol House grounds in Montpelier. If you are seen with a firearms on that block of the Capitol House, or the street in front of it. You will be confronted by the Montpelier Police and asked to leave the area. I don't have the statute that covers it.
