What part of the article are you refering to?

The article is incorrect when it says Virginia permits open carry. Bearing arms is a self executing right in the Commonwealth of Virginia. The right existed before the Commonwealth was formed. The right is merely codified in Article I, Section 13 of the Constitution of the Commonwealth of Virginia. It would have been more accurate for the article to say that The Commonwealth of Virginia does not infringe on the right to bear arms.
