Discussion of the National Concealed Carry Reciprocity Act has gotten me thinking about DC.
I recall once having read that DC has a little known 'carry license' provision on the books (albeit never issued). So to ask the obvious, would that 'provision' satisfy the National Concealed Carry Reciprocity Act that requires recognition of non-resident carry permits in those jurisdictions that have a 'provision' for carry (even if, in practice, such a license is never issued)?
