Although open carry in Pennsylvania does not require a license, except in Philadelphia, and during a Declared State of Emergency, a license is required to transport a handgun in a vehicle.

The Pa. State Police recently published the numbers of licenses issued last year, and combined with the previous four years (licenses are good for five years), it looks like 13.3% of Pennsylvania's adult population (age 21 and above) are licensed to carry (concealed, openly, whatever).

That's 1,272,408 licensees for a state with an adult population of 9,594,961.

Restrictive states such as New Jersey, New York, Maryland and Connecticut? Their licensure rate doesn't even come close.

It's clear why the rate is so high in PA - right in line with what the anti-gunners predicted, those dangerous license holders (resulting in "guns everywhere!") are no doubt mowing down with abandon unlicensed persons over the age of 21. :rolleyes: :rolleyes:

One is much better off fleeing to the relative safety of NJ, NY, MD, and CT... :uhoh:

Dang, that is an impressively high percentage. I thought Utah was doing great with about 10% of our adult residents having permits. Greater than 13% is very impressive.

Of course, we'd prefer that no permit be needed for any peaceful possession of a gun.

But so long as permits are needed, the higher the percentage of the population that holds them, the greater our political power.

Congrats to PA and your gun owners.

Time to push for whatever laws will move you somewhat closer to your end goals. :)

I don't want ANY government entity having any database of total numbers of guns owned by residents in a state so any number per 1,000 residents would be completely bogus! It simply is not the Government's business HOW, IF, WHEN, or WHERE one chooses to exercise ANY Constitutionally Protected Rights!

The Commonwealth of Pennsylvania has no idea as to how many guns are owned by residents, nor does it care. Licenses to carry concealed, or in/on vehicles, or in a city of the first class, or during a declared state of emergency are all they concern themselves with, and every year they publish the number of such licenses issued. Unlike some states, there is no linkage between handguns and LTCFs. A resident could have one gun, a dozen guns, or no gun at all and still have a license.

The right to keep and bear arms is recognized by both the Pa. State Constitution and the U.S. Constitution. No special license is required in Pennsylvania prior to obtaining a gun, be it a rifle, shotgun or handgun. No special license is required in Pennsylvania to openly carry that very same rifle, shotgun or handgun (except in Philadelphia, which might or might not survive a constitutional challenge).

The right to keep and bear arms, a right guaranteed to the people, is neither licensed nor taxed. What is licensed is the ability to carry handguns (including concealable short-barreled rifles and shotguns) in a concealed manner, in or on a vehicle, or during a declared state of emergency (which might also not survive a constitutional challenge).

If you possess standing, you have the blessings of many to institute court proceedings to overturn the offending statutes. But, until then, it is what it is, which is a far sight better than most of the surrounding states.
